The Fair Pay and Safe Workplaces executive order, aka ‘blacklisting’, went into effect back in October 2016. The law aims to prevent contractors from lying or hiding any labor law violations they may have committed in the past 3 years. However, there is opposition from many construction groups who claim this law will hurt many small subcontractors.
